The Threshold Quota

I explained the reason for the minimum quota of 20 NC Teams. This is a requirement that is more felt than said and that I am given to understand after assisting many meetings all over the place. There are billions of human beings on this planet and hundreds of countries. One NC Team would not be very credible... 15 NC Teams is much better. Twenty NC Teams would seem the best bet for a good take off and guarantee of success. The FIRST impact/impression is very important.

The NewPOL Network must maintain a minimum quota of 20 fully operational National Coordinating Teams for:

1. a Private NewPOL Network NC Virtual Platform (to prepare 2-3-4 below, the General NewPOL Web Forum and the IMIRC)

2. a NewPOL Network ppt presentation for the Acting Director of the European Research Area. Objective: changing the very structure of the EU FPs.

3. a NewPOL Network ppt presentation for Apple (http://www.apple.com) followed by multiplex video-conference. Objective: business AND research.

4. a NewPOL Network ppt presentation for the Press and the ensuing NewPOL Network Press Campaign (full international/national press coverage). Objective: self-explicit.

The NewPOL Network & The System

More NewPOL Network National Coordinating Teams are needed. 

Why?

As noted by quite a few colleagues after the EU 6th FP Opening Conferences were held in November 2002 at the Heysel in Brussels, some of the ideas exposed and the basic philosophy behind the 6FP were of no surprise to those who had already participated in the elaboration of the Accompanying Measures Proposal NewPOL earlier on.

They were quite right. 

Of course, I already knew at the time that many Other Initiatives (...) had been created since the late 1980s that were directly inspired from the NewPOL EoI attachment, the latter being an updated version of a first draft sent to many in the early 1980s.

The System, with its ugly claws and complex combinations of greed, power, cool calculated concern, self/political interest, strive for status, hypocrisy, compromise and unhealthy competition, had indeed begun to feed on what was going to become the NewPOL Network.

It is trying to do so now.

I do not want The System to infect the NewPOL Network.

Intellectual parasites and plagiarism are expressions that I would reserve for the unscrupulous opportunist characters - Institutions, Establishments, Organisations, Associations and Individuals - who succeed in their enterprise thanks to the efforts and inspiration of others without the slightest academic/economic consideration, recognition or feedback. 

These Institutions, Establishments, Organisations, Associations and Individuals remain in their Ivory Towers and do not wish to openly share their experience and knowledge with the Global International Community. As such, they are detrimental to World Society Well-Being and Quality of Life.
