Proposals to improve The Ivory Coast’s Society Well being and Quality of life

1° Political Level

1/ The Ivory Coast must now look to move beyond the Colonial Pact signed and conducted by its former Heads of State, because the Colonial Pact has kept this country and its people under oppression and subjugation for over a century.

2/ The Ivory Coast must diversify its trading, economic, political and cultural partners. It is every nation’s right and a basic human right to interact with people and nations of their choice. The Colonial Pact prevents that.

3/ We believe in the principle that The Ivory Coast must be governed on the basis of applying strong constitutional rights (to be discussed within our Team and with the population of the Ivory Coast directly). This will lead to an end to the chaos instated by the colonial power since 1999. It is a sine qua non requirement to peace, stabilising the economy and recreate confidence with the rest of the world economy.

2° Economic Level

1/ The Ivory Coast must review the terms and conditions of its membership to the CFA Francs Economic Area. Because several governments, including Heads of State such as Laurent Gbagbo have voiced their concerns about the manner in which this currency is being controlled/administered by the French Treasury in order to exert their control on the smaller African States. (It is used as a French political tool in this region, rather than leaving this responsibility to African economic decision makers in their own African States to run their own economies). There is significant evidence attesting of the poor level of transparency surrounding the management of revenues generated by the CFA Francs Stabilisation Funds (the statutory, mandatory and regulatory powers of West African Central Bank are very limited to the extent that CFA Francs Foreign Reserves is run by the French Treasury, therefore, Interest Rates, the payment system, liquidity control i.e. price stability, the allocation of financial resources to smooth and the level of parity between CFA Francs the French Francs and the EURO is determined by the French Ministry of Finance) since its creation.

2/ The Ivory Coast needs to rebuild its social and economic infrastructures. This measure will create jobs for the short, medium and long terms, ultimately easing some of the current social pressures. The country needs to improve its legal, institutional and regulatory frameworks for energy, mining, agriculture, financial services, commerce, housing, land reforms and Im/Export laws in order to encourage local and international investors. An increase in the level of investments will be favourable to a growth in government revenues (importance of government structure) to fund reconstruction. It appears to be a better long term option than immediate borrowing.

3° Social Level

1/ There is an urgent need to create jobs. Voluntary, paid and unpaid jobs to assist millions of young domestic and foreign unskilled, skilled, under-graduate, graduates and post graduates who fill the streets of Abidjan. This situation represents a potential danger leading to social insurrection.

2/ There is also an urgent need to institutionalise civic education and to educate the general population on important issues like AIDS, the environment, law and order, citizenship.

3/ Yesterday’s features of literacy were about been educated in at least one European language. Today’s features of literacy are about the Information Technology. The processes of understanding, developing and popularising the tools of information technology seem to be among the centrepiece for delivering a credible education system and creating the conditions for a knowledgeable society. The Ivory Coast must embrace information technology programmes as a basic requirement to educate the masses if the country aspires to join the “Club” of the “knowledge economies” of the 21st Century.

4° Security and Defence Level

The Ivory Coast must sign out of the defence treaty with France and the French military base (43rd BIMA) must be dismantled. This country needs its own defence forces with appropriate level of equipment.

5° International Affairs

1/ The Ivory Coast must have a louder voice at the UN. France must be withdrawn the right to table resolution on behalf of the Ivory Coast. This will bring to an end the current confusion created by the colonial power at the UN Security Council on the “Ivorian Crisis” and prevent anything of that sort happening again (France being a referee and player). This measure represents major change within the decision process and the role of the UN in conflict solving.

2/ The Ivory Coast must be encouraged to look further towards diversifying its political, social, economic and cultural partners.

A global interactive discussion with all the population in the Ivory Coast (and diaspora) is needed: I am sure that the principle behind interfaces shall lead to new and innovative suggestions. I have made some minor changes in the "Economic Level" section. It is important to keep on honest friendly terms with France even after the Ivory Coast has recovered its identity and autonomy.
